Cat fountain
Mal takes the charcoal filter out of this all the time - he pries the top off, pulls it out of it's slot on the right side, and drags it around the house. I cleaned it out (again) tonight, replaced the filter and duct taped the top down. It will be a pain to refill every day or so, but whatever.
Mal pulled the fricket filter out of the teeny hole on the front, where the water comes out.
I don't know what to do with this cat. It's either don't use a filter or find another fountain that's Mal proof. :)

Actually though the model I use might work for keeping Mal away from the filter, it's a Drinkwell.

You could try shortening the filter and resewing it, so it sits further down in the resevoir where he can't reach, if it really makes a difference in the water quality. Or leave the filterout for a little while until he thinks it's gone, then replace it.
