I don't know where the IS Department gets these quotes from (sometimes they are very random, I wonder if they are picked off of a daily calendar - other days they seem targeted to what's going on in the world at the time).
When I think of Colin Powell the last thing that I think about is happy smiley optimism - I'm just not one of his biggest fans (but I figured what kind of a day would it be without my daily quote?). :)
