When I was a kid you could go up to the top of the tower, though its been barred for years (according to my parents, a result of "drunk kids causing problems"). If you haven't checked out the area or the duck feeding area further down the street (across the river from the Newton Marriott) its worth a trip. I'd imagine there are some hiking or biking trails around there too.
